The FATF did not manage to make a consensus decision on putting Russia in its black or gray list because some countries, including partners of Russia from the BRICS and GCC, voted against it. That is why the discussion was postponed to February 2025.
Although the FATF made an announcement in 2022, according to which the institution regarded the Russian invasion of Ukraine unacceptable, and even suspended the membership of Russia in it, it failed to include it in its black or gray list.
Putting a country in the black list implies that the country will have fewer opportunities to conduct international trade and various transactions. Any transaction with any resident of a country, which is included in the black list of the FATF, undergo comprehensive monitoring and complex financial control.
